Windsurf 2.0 is the Cognition-era reboot of the product, and it's a legitimate direct competitor to Cursor 3 rather than a cheaper alternative. The Agent Command Center + embedded Devin cloud agent is a bet that developers want a unified IDE for both supervised (you in the loop) and autonomous (agent in background) work. If that bet plays out, Windsurf becomes the full-stack answer Cursor 3 is chasing from the opposite direction. If it doesn't, the fragmentation risk (two agent surfaces competing for your attention) could slow it down. The honest read: for agent-heavy workflows, Windsurf 2.0 is now a first-tier choice alongside Cursor 3. For autocomplete-and-chat minimalists, Cursor 3 or Copilot remains simpler.
